Dick's ideas outrun his sentences, as usual. The prose is functional at best, the women are wives or femmes fatales, and whole subplots, Buster Friendly and the fake police station among them, flare up and fizzle. Mercerism gets gestured at more than built. Come for the questions about empathy; accept that the novel around them is held together with tape.
